Since March 2022, the Centre for Economic Strategy (CES) has been preparing monthly analytical reviews of Ukraine's economy during the full-scale war. The special topic of this edition is "Ukraine's budget Is short of money again: What can be done?"

Ukraine is once again facing a significant budget deficit. Liquidity pressures have already begun to emerge, while the funding gap in the defence budget for this year is estimated at $27 billion, with a projected gap of $32.6 billion for next year. The reasons are not only the slow disbursement of international commitments, on which a significant share of Ukraine's financing depends, but also the rising cost of waging the war.

According to Finance Minister Serhii Marchenko, Ukraine's budget situation is currently the most difficult it has been since 2022.

How can the government navigate this challenging period, and which expenditures may have to be cut?

Speakers:

▪ Olena Bilan, Chief Economist at the investment company Dragon Capital;
▪ Roman Yermolychev, First Deputy Minister of Finance of Ukraine;
▪ Volodymyr Lepushynskyi, Deputy Governor of the National Bank of Ukraine;
▪ Roksolana Pidlasa, Chair of the Budget Committee of the Verkhovna Rada of Ukraine.

Moderator: Hlib Vyshlinsky, Executive Director of the Centre for Economic Strategy.
